Layer > New Adjustment Layer > Selective Color
Reds
Cyan: 0
Magenta: 0
Yellow: 0
Black: 100
Blacks
Cyan: 0
Magenta: 0
Yellow: 0
Black: 100
Layer > New Adjustment Layer > Selective Color
Reds
Cyan: 0
Magenta: 0
Yellow: 0
Black: 15
Blacks
Cyan: 0
Magenta: 0
Yellow: 0
Black: 30
Then you move the second Selective Coloring under the first one.

My Profile Picture uses that coloring and on my design site they would be a lot of stuff with that coloring.
