My first coloring tutorial for My Most Wanted. This will work best with Adobe Photoshop. It's a beginner/intermediate tutorial. Let's get started. :D

First, sharpen your base photo. You can do this by selecting Filter>Sharpen>Sharpen.
Second, create a new selective color layer. Layer>New Adjustment Layer>Selective Color. Make sure it is set to RELATIVE mode.
Reds: -37, +16, +17, -15
Yellows: -49, -51, 0, 0
Neutrals: -15, -3, 0, 0
Blacks: +100, 0, 0, 0
Third, create a new channel mixer layer. Layer>New Adjustment Layer>Channel Mixer.
Red: +79, +22, -3, -1
Green: -3, +93, +7, -5
Blue: -5, -3, +102, +9
Next, create another new selective color layer. Layer>New Adjustment Layer>Selective Color. Make sure it is set to ABSOLUTE mode.
Reds: -100, +13, +27, -33
Yellows: -100, -100, -100, -100
Blacks: +100, 0, 0, 0
Lastly, create a new fill layer with the color #8E86B7. Layer>New Fill Layer>Solid Color. Set the color to Luminosity with the opacity of 33%.
