Okay, so this a simple (well, sort of.) tutorial I made like 5 minutes ago. =]
In these 5 minutes, we'll be making this (http://i252.photobucket.com/albums/hh5/lostinspace_x/vintageohyayyD.png). =]

Information:
Programmed used: Photoshop CS3 Extended.
Translatable?: I think. For other types of photoshop, this'll totally work. :]
Level: Somewhat easy.
PSD: Click (http://www.mediafire.com/?bjp8k5jubma). :]

001. Getchurr base. [: This is mine:

Crop as you wish.

002. Make a new Photo Filter layer.
Settings:
Filter: Cooling Filter (82) (Color: 00b5ff)
Density: 7
Keep that to Normal @ 100%
Click OK.

003. Make a new Color Balance layer.
Settings:
Midtones: -29, 00, 00
Shadows: 00, 00, +40
Highlights: +25, 00, 00
Keep that to Normal @ 100%
Click OK.

004. Make a new Levels layer.
Settings:
RGB:
Input Levels: 4, 1.30, 235
Output Levels: 10, 240
Keep that to Normal @ 100%
Click OK.

005. This is the tricky part.
Download the curves (http://www.mediafire.com/?gkjoeshmc1c) .psd file. :]

006. After you've downloaded the .psd file for the curves, make a new Color Balance layer.
Settings:
Midtones: -20, -20, -40
Shadows: +5, -5, -10
Highlights: -10, -10, +20
Keep that to Normal @ 100%
Click OK.

007. Duplicate step six and keep all of the settings (Midtones the same, Shadows, Highlights, Opacity, etc.)

008. Up to this point, I like to Sharpen what I have. So what I did was:
Select --> All. (Ctrl + A)
Edit --> Copy Merged. (Shift + Ctrl + C)
Edit --> Paste. (Ctrl + V)
Filter --> Sharpen --> Sharpen.
And then I set that to Normal @ 60%

009. NOW, I Duplicated my base (Ctrl + J), dragged it to the top, and set it to Luminosity @ 10%

010. Copy and Paste this (http://i252.photobucket.com/albums/hh5/lostinspace_x/texture1.png) texture and set it to Color Burn @ 5%

011. Make a new Color Balance layer.
Settings:
Midtones: -20, 00, 00
Shadows: 00, 00, 00
Highlights: 00, 00, 00
Keep that to Normal @ 100%
Click OK.

012. Duplicate step eleven. Keep the settings. (Midtones, Shadows, Highlights, Opacity, etc.)

013. Copy and Paste this (http://i252.photobucket.com/albums/hh5/lostinspace_x/texture2.png) texture twice, and set the first to Luminosity @ 10% and the other to Pin Light @ 40%

014. Make a new Curves layer. (Don't worry, this one doesn't have a .psd OR settings.)
Set that to Soft Light @ 100%

015. This is optional, that is, if your graphic is pink enough. This is what I did:
Layer --> New Fill Layer. Fill it with ff3fa7.
Set that to Soft Light @ 5%
Just so it shows slightly.

And you're done! :D
Add brushes, text, whatever. :]

Guys, if you're having troubles with the first step of the tutorial,
you don't REALLY have to do Photo Filter.
All the Photo Filter layer really is is #00b5ff set to Soft Light at 7%. ;)

I use Gimp 2.4. there are just so many differences, mine turned out Green :O
