I wonder if the music is just there to confuse people, I don't really see how the whole beach and surfboard thing would fit the Best of Both Worlds song.

It wouldn't be anything for Hannah Montana because she would have the wig. I agree and think the music is there for a distraction or it could be the opening of the movie

it could be a rehearsal for something at the beginning of the movie or that part is the miley part and they are filming a hannah part later

As several people have suggested, my guess would be that this will be the opening credits for the movie, and it does also sound like Miley's re-recorded a new version of Best Of Both Worlds :D I still think the new Hannah wig looks a lot more fake but there you go, looks like it'll be good fun, can't wait to see it in the cinema!
