This is what we will be starting out with:

001. Make a new Selective Coloring layer and set it to this:
Reds: -100, +8, +21, +7
Yellows: -100, -61, +100, -23
Cyans: +100, -100, -100, +100
Magentas: -100, +56, -100, +27
Whites: +100, -67, +38, +35
Neutrals: +9, +6, -9, -15

002. Make a new Curves layer and enter this:
RGB: 108, 129
Red: 87, 28
Blue: 68, 83

003. Make a new Selective Coloring layer and set it to this:
Reds: -100, 0, +53, 0
Cyans: +100, 0, 0, 0
Whites: +100, -39, +41
Neutrals: +100, 0, -9, 0

004. Make a new Color Fill layer and set it to Exclusion, 100% #0D0101.
