Credit; Kaitlin for making the blend Base.
•Open Gimp(duh) :P
•Open the image you want.
http://i150.photobucket.com/albums/s83/Mushinimario/Tutorials/untitled.jpg
•Press Ctrl+L which should bring up the layers.
http://i150.photobucket.com/albums/s83/Mushinimario/Tutorials/2.jpg
•Click 'Duplicate Layers' (outlines in red)
http://i150.photobucket.com/albums/s83/Mushinimario/Tutorials/3.jpg
So Now, On the Box with the layers, it should have one layer that says 'Background' and 'Background Copy'
•Make sure the layer that says 'Background Copy' is highlighted,
and Then go up to where is says "File>Edit>Select>View Ect."
And Click on the one that says 'Filters'
http://i150.photobucket.com/albums/s83/Mushinimario/Tutorials/4.jpg
•Go Down To Blur and then to Pixelize.
http://i150.photobucket.com/albums/s83/Mushinimario/Tutorials/5-1.jpg
•A window should pop up like this.
http://i150.photobucket.com/albums/s83/Mushinimario/Tutorials/6.jpg
•Leave all of the numbers the same and just press "OK"
Now Your picture should look like this.
http://i150.photobucket.com/albums/s83/Mushinimario/Tutorials/6-1.jpg
•Use The Erase Tool and erase where you DON'T want it to be pixelized.
Make sure 'Background copy is still highlighted on the 'Layers' Window.
And Then once you're done you can do whatever you want to it,
add text, add contrast, I recommend that you don't add coloring.
This is my finished product;

I added contrast.
If you add contrast as well, make sure you do it to BOTH layers.
Hope this helped,
If you're confused about something, please feel free to ask.
Don't forget to show me what you got using this tutorial!
