This will work best for dull pictures, not dark pictures.
Step One
Grab a base. I cropped mine 100x100.
Step Two
Take this (http://i166.photobucket.com/albums/u94/sweetxchaos23/sc_imagetut32.png) texture and erase the parts over her face. Set the texture to Multiply.
Step Three
Duplicate the texture once or however many times are needed. But not too many, because there's going to be saturation adding.
Step Four
Merge all of your layers. Layers>>Merge>>Merge All (Flatten)
Step Five
Here's one of those Saturation layers I told you about!
Go to Layer>>New Adjustment Layer>>Hue//Saturation//Lightness & set the saturation to 35.
Step Six
Duplicate your background & set it to Screen @ 20% opacity.
Step Seven
Make another Saturation layer.
(Layer>>New Adjustment Layer>>Hue//Saturation//Lightness)
Set the saturation to 25 or 30. Depends on your picture.
And thats it!
...Wait...
...Scroll Down...
...Keep Going...
...:o...
...There's An Extra Step!...
...Here It Is!!...
Step Eight (Optional)
Take this (http://i166.photobucket.com/albums/u94/sweetxchaos23/sc_imagetut43.png) texture. Set it to Multiply and place it wherever you want.
