4. color balance
midtones: -31,-18,-16
shadows: -24, -30, -37
Highlights: 11,-12,21
5. color # 606060 set to overlay 100%

Okay, take your base, crop it, do whatever, but DO NOT sharpen it. You can sharpen it at the end. I won't count this as a step, don't ask why. ;)

Step 1;
Layers- New Raster Layer- fill it with #d3ebf1 . Set it to Burn at 73%.

Step 2;
Layers- New Adjustment Layers- Color Balance:
Midtones: -17, 26, 12.
Shadows: 24, 10, 19.
Midtones: 4, 6, 0.

Step 3;
Layers- New Adjustment Layer- Channel Mixer:

Red;
R: 112
G: -12
B: -1
Constant: 2.

Green;
R: -1
G: 105
B: -6
Constant: 3

Blue;
R: 1
B: 6
G: 103
Constant: 2

Step 4;
Layers- New Adjustment Layer- Hue/Saturation/Lightness:
Master: +36.
Reds: +17.
Cyans: +17.

Step 5;
Duplicate your base, drag it to the top, and set it to Luminance(L) at 75%.

Step 6;
Layers- New Adjustment Layer- Brightness/Contrast:
Brightness: -8.
Contrast: +3.

Step 7;
Layers- New Adjustment Layer- Levels.
RGB:
Input: 18, 1, 255.
Output: 33, 255.

RED:
Input: 10, 1, 255.
Output: 24, 245.

GREEN:
Input: 4, 1, 247.
Output: 12, 255.

BLUE:
Input: 22, 1, 238.
Output: 12, 242.

Step 8;
Layers- New Raster Layer- fill with #111038 and set to Exclusion at 59%.

Step 9;
Duplicate the base, drag it to the top, and set it to Soft Light at 32%.

Step 10;
Layers- New Adjustment Layer- Hue/Saturation/Lightness.
Master: +15-25.

Step 11;
Duplicate the base- drag it to the top, and set it to Luminance(L) at 100%.

Step 12;
Layers- New Adjustment Layer- Brightness/Contrast:
Brightness: -8.

And whala! You're done. Here, again, is the final product:
