1) New fill layer/solid color/370029 exclusion at 100%
2) New adjustment layer/levels
RGB: 10 1.25 220
R: 15 1.35 245
G: 6 1.60 255
B: 0 1.25 245
3) New adjustment layer/hue/saturation
Hue:5 Saturation:25 Lightness:10
Flatten Your Image
4)Press ctrl+shift+b then ctrl+shift+l
5) Enhance/adjust color/color variations
Darken once
increase blue twice
increase red once
6) New fill layer/solid color/400707 color dodge at 100%
Flatten and you're done
