This is my first tutorial hope you like it.

1) Layer/ New fill layer/ Solid Color/ 370029 set to exclusion at 100%
2) Add a new adjustment layer/ levels
RGB: 10 1.25 220
Red: 15 1.35 245
Green: 6 1.60 255
Blue: 0 1.25 245
3) Flatten Image
4) Add a new adjustment layer/ hue/saturation
Hue:5
Saturation:25
Lightness: 10
5) Flatten image
6) Press Ctrl+Shift+B then Ctrl+Shift+L
7) Enhance/ adjust color/ color variations
Under midtones:
Lighten once, increase blue twice, and increase red once
8) Add a new fill color 400707 and set to color dodge at 100%
Flatten image
And you're done!
