1)open your image. feel free to save mine and follow along.
2)make a new raster layer, fill it with #071f8f(medium-darkish blue color). set this layer to exclusion 100%.
3)duplicate your base image and bring it to the top. set this layer to overlay 100%.
4)go to layers>new adjustment layer>hue/saturation/lightness. use this settings; hue: 5 saturation: 25 lightness: 15. set this layer to normal 100%.
5)go to layers>new adjustment layer>levels. use these settings: first box: 14 second box: 107 third box: 237. set this layer to normal 100%
6)once again, go to layers>new adjustment layer>curves. use these settings for the red channel: input; 147 output; 90. use these settings for the blue channel: input; 162 output; 171. set this layer to normal.
