Get your start image, resize, crop, and position it where you want in a 100x100 file.

Duplicate the base layer. (>>right click>>Duplicate Layer>>) Sharpen that layer (>>Filter>>Sharpen>>Sharpen), and play with the opacity until it becomes just the right amount sharp. {{not pixely, still sharper.}} I have;;

Sharpen (Sharpen Tool, hardness 50%) hair, eyes, and mouth for more striking appeal.

Now Selective Coloring. We are going to do two different layers.
>>Layer>>New Adjustment Layer>>Selective Coloring
notice;; my selective coloring matches the colors in my image. if yours has certain colors where mine didn't and i didn't use any coloring, add your own twist.
Layer 1

REDS
Cyan: -100
Magenta: 0
Yellow: +15
Black: -10

YELLOWS
Cyan: +100
Magenta: +45
Yellow: +70
Black: +10

GREENS
Cyan: +90
Magenta: -20
Yellow: +100
Black: -20

CYANS
Cyan: +100
Magenta: -20
Yellow: +100
Black: +65

no blues

no magentas

WHITES
Cyan: +50
Magenta: -20
Yellow: +15
Black: + 20

NEUTRALS
Cyan: + 25
Magenta: +5
Yellow: +5
Black: +10

BLACKS
Cyan: +10
Magentas: 0
Yellow: 0
Black: 0

CLICK OKAY

Layer 2 (new selective coloring layer)

REDS
Cyan: -40
Magenta: 0
Yellow: 0
Black: 0

no yellows

no greens

CYANS
Cyan: 0
Magenta: -60
Yellow: 0

WHITES
Cyan: +50
Magentas: 0
Yellow: 0

Now i'm going to make a new layer (Shift+Ctl+n).
Now we're going to do a black color fill.
>>Layer>>New Fill Layer>>Solid Color...
click okay. put 000000 in the number box. click okay.
now the whole picture should be covered in black.
Make the black layer opacity 20%.

Now i'm going to put #dd1111 in the color box. it should be a red.
Now i zoomed in and put a red dot on each eye. Zoom out.
put the layer Overlay.//

it gives the eyes more dynamics.

So now you have your striking avvie.
You can play with curves, etc.
i wanted to, but it'd be hard to get you guys the EXACT measures..
so i compromised :P

ooh that STRIKING coloring looks aweeeesome! i'll edit this post when i have my product so i can show it to you =)

(oh yea, and yesss, i used to use GIMP, and it has practically everything photoshop has [i think :P] except selective coloring :P)
