well it really depends what you're trying to use...for PSP its different than photoshop.
but anyways, on PSP if you want to do it, just go to effecs>distortion effects>pixelation and set it to 4 or something around that number.
but before you do that you should do the fading..which you probably just blend the pictures, paste them onto a black background, and use a feather selection tool at about 100 and hit delete until its faded the way you want. then you can use the lasso selection and set the feather to 1 and select the parts you want to be pixelated, then do the effects. sorry if its confusing :P

for whatever program you use, they usually have some sort of "pixelate" effect ;)
