Motion Blur Background
Open up your programme (duh) and blend your pics. Here's mine:

Duplicate the layer of your blend. Either fo to Layer>Duplicate Layer or press Ctrl J.

While on the Duplicated layer, go to Filter>Blur>Motion Blur and type in these settings.

Hide the motion blur layer by clicking the eye thing beside it. Use your Lasso Tool and draw around the person that you want to "Un-motion-blur". doesn't have to be perfect. then Right Click on your selection and choose Feather. Type in 6 pixels.

Click the eye thing again to make the duplicate layer visible. it should look something like this:

Next, press delete and tada, here's your blend. but there's a few more steps to make the perfect blend.

Add another Motion Blur to your duplicate layer.

If you do not already have this pattern, open a 3X3 pixel canvas and zoom in to the max, put 3 dots diagonally. then go to Edit>Define Pattern. Then click your Paint Bucket Tool and put Pattern and select that pattern. Create a new layer and use your paint bucket to splash on your pattern. Set that layer to Color Burn.

(it looks slightly distorted here, sorry.) anyway, take your eraser, choose a soft brush about 35 pixels. Erase the parts over your person. you might want to adjust the opacity of the Lines Pattern layer.

Finally, add your coloring and all that stuff. And you have a motion blured background blend.

Coloring:
This is a really easy tutorial and is translatable, no Selective Coloring and the hard stuff.
Open up your picture/blend/icon. Here's mine:

Then add a new Solid Color Layer. Color: bebebe, Blend Mode: Color Burn, Opacity: 83%.

Its really dark, so add another Solid Color Layer. Color: ffddff Blend Mode: Softlight Opacity: 100%.

Add another Solid Color Layer. Color: 11537 Blend Mode: Exclusion/Subtract Opacity: 100%.

Duplicate your base and drag it to the top. Blend Mode: Softlight Opacity: 41%.

Duplicate the Softlight layer and Desaturate it (Ctrl Shift U) Opacity 32%.

Its a tad pink so add a Color Balance layer. Midtones: -32 | -17 | 24.

After adding a few textures, text and all that, i got:
