1. Make a new layer of #27a4a6 and set it to soft light/45% opacity.
2. Duplicate the base and set it to 70% opacity.
3. Take this gradient (http://i214.photobucket.com/albums/cc194/Absolutely_Adorable/Other%20MMW%20Stuff/gradient.png) and set it to lighten only/52% opacity.
4. Go to tools>color tools>brightness-contrast and set contrast to 30 and brightness to 10.
5. Go to tools>color tools>hue-saturation and select cyan, then set the saturation to 20.
6. Go to tools>color tools>color curves and set it to something like this (http://i214.photobucket.com/albums/cc194/Absolutely_Adorable/Other%20MMW%20Stuff/colorcurves.png).
7. Take this (http://i214.photobucket.com/albums/cc194/Absolutely_Adorable/Other%20MMW%20Stuff/sanami276_textures46_02.jpg) texture, and set it to soft light/50% opacity.
8. Image>flatten image.
