How do you Color a picture?

You should look in the Tutorials section...

You use a Color Fill Layer ;]

Go to Layer>>>New Fill Layer>>>Solid Color
Then click OK in the box that comes up...then choose a color. Next, change it to "Screen" and make the opacity lower until you can see the picture well, or until you want it to stop.
