move tool, press V on your keyboard or find the arrow thing on the left side bar and drag it to the document you're using

hmm, I didn't see the "index" thing, ok...

on the top menu. Go to Image-Mode-RGB Color

this should eliminate that "index" thing on the bg and you could drag it now without a probblem
