In the "Miley Mag Staff" Tish is like one of the most important managers. So I think she is her step-mom... Probably brandi and Miley and the older bro are from another woman who died. Then Robby Ray married Tish and Noah is Tish's, and that's why they have such a nice relationship, maybe she acted like a mom for Miley when she needed one...

sorry to those of you who believe this BS ,It's not true haven't we been through all this before, I went to a Billy Ray Cyrus Site where people have been going for years,Alot of them basicly watched little Miley grow up have been to all of Billy Rays concerts and has seen Mililey on stage too.I believe they know the truth!!Billy married Tish ,about a year after Miley was born but yes Miley,Braison and Noah are Billy Ray and Tish's children.Tish had two chidren froma preivious relationship (I don't Know if they were married or not )a Girl Brandi (19 almost 20) and a boy Trace (who just turned 18) Billy Ray also does have a boy Christopher Cody who lives with his mother who I think will be 15 in April.They do seem to be a very loving family !

Tish had Miley with Bill Ray BEFORE they got married. They got married about a year later. Tish and Billy Ray also later had Miley's little sister, Noah. Brandi and Trace are not Billy Ray's children. They are Tish's; from a previous relationship.

Nope, thats her step mom because miley has a real Brother , a real Sister, and A Half-Sister, and two Half-Brother, and half siblings are like siblings with one same parent as you like lets say your dad had another child with someone different than your mom than that child would be your Half-Sibling.Get it?!?
