ICON TUTORIAL 1 AND 2:
First I want to say that this tutorial is for Photoshop CS2, but all Photoshop users can use it. For the first one, Paint Shop Pro users can use, but the second one involved Selective Coloring, which PSP doesn't have.
Here is the tutorial I made a bit ago, the tutorial that I am gonna be posting later is similar and involves some of the same steps, but changed a bit. Someone asked me to make a tutorial on it, so I will.

Step 1:
Pick your base and crop it. Mine is a picture from Grey's Anatomy :D.

Step 2:
Duplicate the base. Set to Screen.
Then use this gradient and set to Softlight.

Change the Opacity and Fill til you like it (Mine are both set at 57%)
Then duplicate the base again twice and set to Screen.

Step 3:
Make a Color Fill Layer (Layer - New Fill Layer - Solid Color).
Change the color to any dark blue, I used #011537.
Set to Exclusion 100%.
Duplicate this Color Fill layer once.

Step 4:
Now create a merged copy (Ctrl+A - Ctrl+Shift+C - Ctrl+V)
It should copy all of the icon so far and paste it again.
Set this layer to Overlay.
Change the Opacity and Fill til you like it (Mine is set at 27% Opacity, 100% Fill.
Now duplicate this layer and set to Screen.
Change the Opacity and Fill til you like it (Mine are both set at 90%).

Step 5:
Now create another new Color Fill (see Step 3).
You can use any light blue, I used #a4ddf4.
Set to Color Burn 100%.

Step 6:
Now create a Curves layer. (Layer - New Adjustment Layer - Curves...)
If you are having trouble, all I did was enter a lot of red and a little green.
Enter the following settings:
RBG:
Input - 135
Output - 120
Red:
Input (1st click) - 35
Output (1st click) - 89
(Click another dot and enter this for Red)
Input(2nd click) - 93
Output (2nd click) - 158
Green:
Input - 118
Output - 139

Step 7:
Now some Saturation to add some more color (Layer - New Adjustment Layer - Hue/Saturation)
Add anyone from 10-15 Saturation (I added +12).
Then you can change the Opacity so it's not too much (Mine is set at 75%).

Step 8:
I think we all can agree, that looks like poo.
So we are going to change the colors by Selective Color (Layer - New Adjustment Layer - Selective Color).
Make sure the Method box is selected on Relative.
Now enter the following settings:
**Keep in mind that this step, might not work out completely for you, you may need to fiddle around with the settings, cause pictures vary.
Reds:
Cyan: -70
(The rest 0)
Yellows:
Cyan: -100
Magenta: +100
Yellow: +100
Black: 0
Blues:
Cyan: 0
Magenta: +100
Yellow: +21
Black: +100
Magentas:
Cyan: -23
Magenta: +100
Yellow: +49
Black: 0
Neutrals:
Cyan: -6
Magenta: -9
Yellow: +41
Black: 0

Step 9:
Now create another Selective Color Layer (see Step 8).
Enter in the following settings:
Neutrals:
Cyan: -21
Magenta: -9
Yellow: -16
Black: 0
If you want you can change the Opacity (Mine is set at 40%)

Step 10:
One more Selective Color.
Enter in the following settings:
Black:
Cyan: 0
Magenta: 0
Yellow: 0
Black: +100
This just makes all the dark parts of the icon darker.

You can always Sharpen your image if you like and if it's too dark add brightness to it. I also used this same coloring to create this banner:
