First, you go to File, New. I set my blends to about 455 x 200.
2. Click the double paint brush, the clone brush. Right click and press shift on your keyboard and mouse. Then, blend on your first picture, like this:

3. Do the same to your second picture. When you go and clone it, go around your first picture for the blending part, so it looks somewhat like this:

4. Do the same step as #3 for step 4. Again, remember to clone AROUND your previous picture. It should look somewhat like this:

5. Once you've completed your simple steps, now you can get fancy.
To edit your brightness and contrast, go up to:
Adjust > Brightness/Contrast > Brightness/Contrast/
You can set yours to what ever you want.
Then, if you want to change your Clarify, go to: Adjust > Brightness/Contrast > Clarify
Then, you can adjust your Fade Correction by going to Adjust > Color > Fade Correction.
You're almost complete blend should look somewhat like this:

6. Now, if you want to add the little circles:
6a. Go to the third option in your little side toolbar.
6b. Switch the mode to Circle. You can play with it to see how big you want it, etc.
6c. The, re-clone the picture you want in the bubble, and clone it in.
You can also add text!
A finished blend might turn out like this:
