If he really is 29, why would they even let him audition for the part of a 16 year old?Aren't there age cut offs?

If you look at the age of a lot of "teenagers" (especially when they're playing boys in the 16-18 year range) in TV shows and movies you'll notice that a lot of them are a lot older in real life. Though this case is a bit more extreme than others.

I don't know why they do that, it's just not uncommon. During casting they probably take a look at the person first and at his age second.
